      <image:title>News - Hurlie Substation Update - Aberdeenshire Council are making SSEN submit new drawings and documents because their initial submission was full of errors. Because of this they are reopening the comments window to the public. This is not the fault of the planning dept. And they have asked us very nicely to not unleash the AI beast. They have got the message that there is massive public displeasure with the proposal. We have told them that some of us are uncomfortable because in the past SSEN have claimed lack of public engagement as support for the project. The compromise is we are going to organise a petition. If, for sake of argument we get a thousand signatures, it will be a single objection that the council have to deal with, but the report of handling which the planners submit to the councillors before they vote will include the fact that there were 1000 respondents. At the end of the day we are paying for the council and there is no point annoying them by creating unnecessary work. The petition will be made public in the next few days. All previous objections and comments are still valid. If you missed the opportunity to object to the whole project at Xmas, feel free to object now, we can help you if you want. We would encourage anyone who wants to object to the new stuff or just the fact that SSEN have wasted a whole bunch of public money and people's time to wait for the petition, but there is nothing stopping you objecting yourself. I'll be banging a couple in. We just want to avoid another 2000 objections having to be manually processed again. The main issues are fairly trivial, their description of the equipment didn't match what they are going to use and wasn't included in the visual impact assessment. Of course SSEN could have taken more time checking their homework before handing it in, but they were desperate to submit over the Christmas holidays to try and avoid public scrutiny. Over 2000 of you made sure they didn't get away with that. We will be giving out more info very soon.</image:title>

      <image:title>News - Two Years On – A Message of Thanks, Hope, and Determination - Two years ago today, APAG was not formed out of choice—but out of necessity. On that first day, just seven people joined, and we wondered where this path might lead. By the end of the first week, we were over 100 strong. Today, more than 2,400 individuals from across our communities stand together under the APAG banner. What a journey it has been. Thousands of leaflets printed and handed out. Hundreds of meetings—day, night, and weekend—attended with unwavering commitment. Family life paused. Normality reshaped. Yet in the midst of all this, the greatest reward has been the people: the extraordinary talent, the passion, the resolve, and the friendships forged in adversity. To everyone who has stood shoulder to shoulder—who has worked tirelessly and selflessly—we applaud you. You have raised your voices for your communities, your families, and the future of our children. On behalf of the APAG Working Group and Committee, we extend our deepest and most heartfelt thanks. So, what have we achieved? Was it worth it? Absolutely—yes. Thanks to the combined efforts of Action groups across the TKUP corridor, we have already made a significant impact. We have disrupted the timetable of this project and made it clear to politicians, regulators, and consultees that these communities will not be overlooked. The formal objections submitted by the combined groups against the Hurlie and Tealing substations—supported by our planning consultant—took many by surprise. Not only by the sheer volume of responses but also by the technical strength, clarity, and depth of the arguments presented. It sent a clear message: this is a movement that cannot be dismissed. What comes next? We understand that the formal SSEN TKUP planning application is once again experiencing delay before being submitted to the Energy Consents Unit. We also believe SSEN is now scrambling to address serious infrastructure design concerns that stem from a fundamental lack of understanding of the land, the people, and the businesses that operate in this corridor. Looking ahead, we are quietly confident. The multi group comprehensive objection document, combined with expert input from our planning consultant and several focused technically robust new initiatives, will raise important questions for decision-makers and regulators alike. Keep the faith. We are far from finished. This is a marathon, not a sprint. And marathons are often won in the final miles—when the body is weary, but the will remains unshaken. Stay strong. Farmers, in particular, face serious risks from this project, including: Soil Contamination &amp; Disease Spread: Large-scale infrastructure development could act as a super-spreader event for PCN (Potato Cyst Nematode) and other soil-borne pathogens, with devastating consequences for crop health and yields. Disruption to future Farming Operations: The infrastructure design poses risks to normal agricultural activities.. Loss of Land &amp; Business Devaluation: The permanent loss of productive farmland and reduced land values could have long-term financial impacts on farm businesses. Impact on Livestock: Electromagnetic fields (EMF) generated by high-voltage infrastructure— will operating at an unprecedented high voltage and load in Angus—raise serious concerns for embryo development in breeding livestock.       <image:caption>The Scottish Government intends speeding up the planning system in Scotland for large infrastructure projects, and network scale applications, mostly onshore (Section 36 and Section 37 applications). Your right to object effectively will be eroded substantially, allowing poorly planned large scale infrastructure projects to avoid meaningful scrutiny. Please take action and write to: - scottishelectricityconsenting@energysecurity.gov.uk Please add your name and address. You may also wish to forward this response to your MP and MSP. The consultation documents can be accessed here - https://www.gov.uk/.../electricity-infrastructure.. The Consultation will close on 29th November 2024 Having been offered advice from a legal expert, APAG have already submitted a detailed response to this consultation exercise. Impact can only be achieved by the volume of responses submitted. The following is intended to assist others in submitting their own responses: - Please use as many of the following points as you wish in your response: I agree pre-application consultations should become mandatory for all onshore and offshore windfarms/ electricity generating stations/ network projects. · The proposal must ensure the consultation is meaningful so should include the following: o Minimum two consultations per community council area in both pre-application and application phases. o Allow at least 8 weeks for consultations to take place. o For network projects, a multistage consultation process must be implemented due to their large, complex nature. o Must include all parts of the project e.g. substations being considered alongside new HV overhead lines, generation proposals to include the related transmission network. · I agree with the proposal for an Acceptance Stage, but this must allow time for communities and relevant planning authorities to respond - minimum 20 weeks. · I agree with the proposal to increase information requirements in applications and set these requirements out in regulations. It is important that these include: o Full details of all alternative approaches, including as wide a range of options as possible. o Explanation why placement of generating capacity is not close to demand areas. o Encouraging the use of HVDC for long distance transmission. o Full details of detrimental impacts and costs on farming, businesses, tourism, and property values. · I agree with implementing a limit for amendments to applications but disagree with setting them on a case-by-case basis. A maximum time limit should be set beyond which amendments cannot be made. · I do not agree with the proposed ‘examination’ process as it completely undermines the democratic basis of planning authorities’ objections and puts significant power into the hands of a single, non-elected person. · A statutory appeal should not be used in place of a judicial review process for challenging the onshore electricity consenting decisions of Scottish Ministers. 6 weeks is not enough time to prepare a challenge of this nature – the timescale should be maintained at 3 months. · Any statutory process by which variations to network projects may be granted must include the opportunity for communities and relevant planning bodies to give input and/ or object. · The Scottish Government should not have the ability to vary, suspend or revoke consents, without an application having been made unless communities and relevant planning bodies are given the opportunity to give input and/or object. · I completely disagree with the proposal for transitional arrangements.       <image:caption>TIME FOR AN UPDATE, which may help those new to the group and those who may have missed a piece of information in this long process. In May 2023 SSEN announced their proposals for the TKUP, (Tealing to Kintore OHL with 2 new substations- now at Tealing(Emmock) and Fetteresso (Hurlie). Following consultation events in May 2023, which many folk were unaware of- hence the formation of groups including APAG along the proposed route, SSEN invited feedback which was published in Report on Consultation in Dec 2023. Please see documents on SSEN Transmission's website (https://www.ssen-transmission.co.uk/projects/project-map/kintore-tealing-400kv-ohl-connection/  --- see documents tab), APAG's website and featured post on our FB page. Some amendments to to the route were proposed. SSEN then held further events this March 2024. These were consultation events for the substations and the Northern part of the route as it had changed considerably following the relocation of the new substation at Fetteresso. The other events were advertised as information events. Feedback was invited, and for the substations and Northern part would be considered and included in a second Report on Consultation due to be published this week by SSEN. We have been told previously that the route around some other areas will also be considered. The March consultation was also the final consultation on the substations. The letters recieved at the weekend are what we would expect- to inform residents of the forthcoming consultation (the final one) on the OHLs, now scheduled for September. At this consultation, the alignment (positioning of pylons) should be made known. APAG are seeking clarification from SSEN that letters have been sent accurately to properties (i.e. those within 1km of route) From what we understand landowners have received some maps showing proposed pylon routes, as potentially the pylons will be on their land Following the consultation events in September, feedback will be invited back from residents and interested bodies. Plans will be submitted later this year for the substations to Angus Council. Planning for the overhead lines and pylons goes to the Energy Consents Unit, Scottish Govt later this year/ early next year. APAG will keep you informed of each stage and how you can be involved/feedback/ object. We advise EVERYONE to attend the forthcoming SSEN events in September. APAG have asked for clarification regarding arrangements for those who work during consultation times or unable to attend due to holidays/ work commitments, etc</image:caption>

      <image:caption>Candidates Responses to APAG Questions On July 4th, residents along the transmission corridor face a crucial decision: who will represent our communities and fight for our future? This is your chance to exercise your most valuable right – your vote. Many of us are struggling to choose the candidate who will truly stand up for the "Corridor Communities" without hesitation. We need someone who will help us prevent a potential disaster that could forever change our lives and communities. As you know, APAG is a non-partisan action group. We've reached out to politicians across the spectrum, visiting their offices, hosting them in our homes, and inviting them to community meetings. To help you make an informed decision, we sent the same six questions to all candidates. Their responses will give you some insight into their positions and how they would support us if elected. See the Questions and Candidate Responses Here 1. Do you consider our countryside to be one of Scotland's greatest assets contributing to tourism, local businesses and jobs? Dan Peña For #1 and #2, Yes. If the land is properly managed then tourism, agriculture and business can all thrive – all will help to create jobs. The challenge is getting the balance right and having proper infrastructure in place to support tourism. Stephen Kerr I believe this passionately. Dave Doogan Yes, tourism and agriculture are two of our key economic drivers nationally and locally with both being a function of our unique landscapes. 2. Do you value the preservation of prime agricultural land? Dan Peña For #1 and #2, Yes. If the land is properly managed then tourism, agriculture and business can all thrive – all will help to create jobs. The challenge is getting the balance right and having proper infrastructure in place to support tourism. Stephen Kerr Local agricultural jobs and food security are of paramount importance to our area and our nation. Dave Doogan Indeed, Angus is the garden of Scotland as I have highlighted many times in Parliament. We have the most productive land anywhere in Scotland. I was delighted to see the enormous solar farm proposed for land south of Forfar rejected by Angus council as this is entirely inappropriate land use. 3. If elected would you push for alternatives to OHLs such as subsea or undergrounding, having investigated up to date comparative costings? Dan Peña Yes, but the critical part of the question is accurate comparative costings. UK does not have a good track record on major projects in terms of delivery on time or cost. Stephen Kerr Yes. In countries such as Germany and Finland equivalent power lines have been very successfully put underground. There is no reason why we cannot do this in Scotland too. Dave Doogan Yes, however if elected this would be a continuation of my work on this priority in support of the people of Angus. I have raised the autocratic nature of the these proposals, the malign role of the ESO and the incompetent consultations by SSEN numerous times. You can see just one of my contributions here from 13:30:30 and if you wish to watch the whole debate you will see many English MPs complaining about the very same thing which is awkward for Scottish Tory politicians who have sought to gaslight local people into believing this issue is of the SNP Scottish Government's making. To be clear, I am prioritising a subsea HVDC solution for the two pylon lines planned for Angus. 4. If elected, will you push for improvements to the UK Government community benefit scheme so that residents, agricultural businesses and landowners impacted by new electrical infrastructure will be meaningfully compensated? Dan Peña I do not know enough about the scheme or how it is funded. It is also difficult to define the level of impact and what constitutes meaningful compensation. My guess is that such processes will be laborious and not necessarily deliver satisfaction. The key is for residents who think they will be affected (adversely – some benefit from these projects) to raise concerns from the get-go and not wait until the project has passed the point of no return. Stephen Kerr Yes. I would also push for additional compensation from power companies. Dave Doogan Yes. In fact I have already assisted farmers in Angus with claims to SSEN on existing wayleave issues. 5. If elected, will you call for an urgent Parliamentary debate to stop the uncontrolled exploitation and industrialisation of the North East of Scotland by energy companies putting profit before communities, agriculture and the environment? Dan Peña It is not a Yes/No question. Investment from the private sector is essential and something to welcome. It creates wealth and jobs. Again, the key is having credible and enforceable safeguards in place from project inception. Stephen Kerr Yes I would call for an urgent debate and I would talk about it in my maiden speech Dave Doogan Yes. 6. Do you believe that the proposed SSEN OHL transmission line from Kintore to Tealing should be abandoned. Dan Peña The question is irrelevant if the project has passed a point of no return – because as I understand the current information, as I have said – the cow is already out of the barn! But if it hasn’t, are the alternatives credible from a cost point of view? My recollection from the data, is that the alternatives are prohibitively expensive, and we have yet to find a money tree. Stephen Kerr I believe the power lines should be undergrounded. We need the sustainable energy which the lines will carry but that can’t be at the expense of our farmland and landscape. Dave Doogan Abandoned is the wrong word as it does not speak to a solution. I believe it can be demonstrated that the OHL option is based on perceived pace and construction price advantages, but that when when all financial costs (as opposed to solely price) are taken into consideration including; compensation, wayleave, community benefit costs, loss of production, costs of bio security, disaggregation of costs across the system etc, a sub sea solution will be clearly preferable.
